– WIN Arrests Two Parents and Seized Heroin, Cocaine, Meth, Cash, and Guns Washington Co. Sheriff’s Office – 09/08/11 Guns, Drugs, CashSummary of Event Detectives from the Westside Interagency Narcotics (WIN) Team have arrested two people and seized a large amount of drugs along with cash. There were also children taken into protective custody and neglected animals. Details of Event On Thursday, September 8, 2011 narcotics detectives from the WIN team executed a search warrant on a residence at 2225 SW Lafollett Road south of the city of Cornelius. Portland Police Bureau SERT and the Oregon National Guard assisted Washington County Tactical Negotiations Team with the warrant due to the heavily cluttered 10 acre parcel. The residence has been under investigation for an extended period of time. It was reported there was a family of six living on the acreage, two parents and four children. It is believed the father was selling drugs and the mother was aware of it. Investigators searched numerous buildings and vehicles. They located one kilo of Cocaine, 66 grams of Methamphetamine, 100 grams of Heroin, and 1 1/2 pounds of Marijuana. The drugs have a combined street value of over $67,000. Detectives also seized $22,000 in cash, six handguns (one which was stolen), three rifles, and a shotgun. The detectives found three of the children living on the property were under the age of 18. Investigators contacted DHS who took custody of the children. Washington County Animal Control responded due to what appeared to be neglected goats and horses, their investigation is continuing. Detectives arrested 48-year-old, Eliazar Encia-Valencia and charged him with: Unlawful Possession, Manufacture, and Delivery of Cocaine. Unlawful Possession, Manufacture, and Delivery of Heroin. Unlawful Possession, Manufacture, and Delivery of Methamphetamine. He is lodged at the Washington County Jail held on $500,000 bail. There will be more charges added as the investigation continues. Detectives arrested 49-year-old, Maria Villade-Valencia and charged her with two counts of First Degree Child Neglect. She is lodged at the Washington County Jail held on $60,000 bail.
